Distillery District Mayor Amends Community Services Funding Framework, Shifting Allocations to Resident Support Programs

Distillery District Mayor Elena Vargas signed an amendment to the Community Services Funding Framework on July 7, redirecting portions of the annual budget to expand access at three district community centers for residents seeking job training, family counseling and food assistance.

The update arrives as the Distillery District Council prepares its mid-year budget review. Council records show that demand for walk-in social services rose 18 percent between January and May 2026 compared with the same period last year, according to intake logs maintained by the Distillery District Social Services Board.

Local effects on daily services

Under the revised framework, the Northside Community Center will extend its weekday hours by two hours and add a second caseworker position. Residents in the 12-block area around the center can now schedule appointments for housing navigation without traveling to the main municipal building on River Street. The East End Center receives funds for a weekly mobile outreach van that will visit three public housing sites each Tuesday.

The policy document states that 65 percent of the new 1.1 million dollar allocation must support direct resident services rather than administrative overhead. Budget papers list specific line items: 480,000 dollars for additional staff salaries, 310,000 dollars for program supplies, and 310,000 dollars for facility maintenance at the three centers.

Next steps for implementation

The Distillery District procurement office will issue requests for proposals for the new staff positions by July 15. Council staff expect contracts to be awarded by July 29 so services can begin on schedule. Monthly progress reports will be posted on the municipal website beginning in September 2026.
